Introduction

Rudshur Power Plant is the first privately owned power plant in Iran, developed in line with Article 44 of the Constitution and the country’s development policies, relying on the expertise, experience, and capabilities of Iranian professionals.
The first phase of the plant consists of three gas turbine units with a total nominal capacity of 792 MW, which entered commercial operation in 2007. At the time of commissioning, these units achieved the highest efficiency among similar power plants in the country and played a significant role in supplying electricity to Iran’s National Grid. The primary fuel is natural gas, while diesel fuel serves as the backup fuel.
As part of its commitment to improving efficiency, reducing fuel consumption, and increasing power generation performance, the steam cycle construction project and conversion of the plant from a simple-cycle to a combined-cycle configuration commenced in 2017 under an EPC contract with MAPNA Group. The project reached a major milestone in August 2025 with the synchronization of the steam unit generator to the National Grid.
Following the commissioning of the steam cycle, the plant’s nominal capacity increased from 792 MW to 1,137 MW, while overall efficiency improved from approximately 39% to 57%. Today, with the largest combined-cycle power block in Iran, Rudshur Power Plant is recognized as one of the country’s most important and efficient power generation facilities.
The owner of the first phase of the power plant is Arian MahTaab Gostar Company. In addition, Amir Kabir Power Generation and Development Company, established in 2014, owns the second phase of the project and is responsible for the overall management, operation, and maintenance of the Rudshur Power Plant.
The power plant is equipped with three Siemens F-Class gas turbines, each with a nominal capacity of 264 MW. These four-stage turbines feature single-crystal blades with ceramic coating in the first three rows, enabling operation at elevated temperatures and enhancing overall efficiency. At full load and operating on natural gas, the exhaust gas temperature reaches approximately 560°C.
Each combustion chamber is of annular design and fitted with 24 hybrid Low-NOx burners, significantly reducing environmental emissions. The gas turbine generators are air-cooled rated at 310 MVA, with a power factor of 0.85 and an output voltage of 15.75 kV. Plant processes are monitored and controlled through the advanced Siemens T2000 Distributed Control System (DCS).
The plant’s switchyard is a 400 kV one-and-a-half breaker configuration, connected to the national transmission network through two transmission lines linked to the Rudshur and Firouzbahram substations. The substation is operated and monitored through an independent DCS platform from the plant’s central control room.
The steam section of Rudshur Power Plant utilizes a unique configuration consisting of three gas turbines, three Heat Recovery Steam Generators (HRSGs), and one steam turbine, providing a nominal capacity of 348 MW.
The steam turbine is a three-pressure Siemens SST5-5000 model, while the HRSGs have been designed and manufactured by MAPNA Boiler Company.
The steam turbine generator is a hydrogen-cooled Siemens SGen5-2000H unit with a rated capacity of 410 MVA, a power factor of 0.85, and an output voltage of 20 kV. The steam cycle is controlled through the Siemens T3000 Distributed Control System.
The plant’s main water treatment facility utilizes Electrodeionization (EDI) technology, while the primary cooling system is based on an Air-Cooled Condenser (ACC) comprising 49 fans and associated finned-tube heat exchangers for heat rejection from the steam cycle.
Environmental protection has always been a fundamental principle for Rudshur Power Plant’s operations. Over the years, the plant has received numerous Green Industry awards and certificates from Iran’s Department of Environment and relevant international organizations and has repeatedly been recognized as a leading green industrial facility at the provincial level.
The use of Low-NOx burners, continuous emissions monitoring systems, and strict compliance with environmental standards have ensured that the plant’s emissions remain significantly below the limits established by environmental authorities.
Given the limited water resources in the Rudshur region of Zarandieh County, the power plant has adopted a sustainable approach to green space development with maximum water-use efficiency.
To date, more than 15 hectares of green space have been established using drip and pressurized irrigation systems, and over 20,000 drought-resistant trees suitable for the local climate have been planted.
In addition, as part of its efforts to combat desertification and promote vegetation cover, the power plant has voluntarily launched a 100-hectare afforestation project, the first phase of which has already been successfully completed.
Rudshur Power Plant meets its water requirements without extracting groundwater resources. Under a long-term agreement, the plant receives treated municipal wastewater from the city of Parand and subjects it to additional treatment processes before using it in the power generation cycle.
This initiative represents a successful model of sustainable water resource management and contributes significantly to reducing pressure on regional groundwater aquifers.
